- What is a Campus Master Plan?

The Campus Master Plan serves as the long-range planning guide for accommodating projected student enrollment growth and all related educational programs and administrative services of the university. All physical improvements on the campus must be consistent with and supportive of the Campus Master Plan.

- What will the Campus Master Plan address?

The Campus Master Plan is written in anticipation of future spatial needs. It guides a strategy for future growth and applies to Campus Land Use and Building, the Public Realm, Mobility, and Infrastructure. The Campus Master Plan is a framework for future Capital Funding Proposals.

- Where does this Campus Master Plan apply?

The Campus Master Plan will address all of the properties associated with 91ÁÔÆæ. This includes the Main Campus, South Campus, and places where programs are hosted in the greater City of San José and region. The Campus Master Plan will also examine the relationship between Campus and Downtown San José and anticipate the changes that may occur over the next 20 years.

- Why is it important to do a Campus Master Plan?

The Campus Master Plan ultimately informs Capital Funding Proposals. The 91ÁÔÆæ campus functions in a number of ways: as a university to the community, as a hub for vibrant student life, as a nexus for industry-defining faculty scholarship, as a catalyst for change in downtown San José, and to the continued success of Silicon Valley.
It is important to set goals for its public spaces, its accessibility, its functionality, and flexibility. The Campus Master Plan and the Capital Funding Proposals it will help define will rebuild and renew a campus that can succeed on all these fronts.

- When was the last Campus Master Plan done?

The last Campus Master Plan was written in 2001 [pdf]. The campus, downtown San José, and Silicon Valley have changed dramatically in the time since and so will the university's strategies to grow and develop in the next twenty years.
The most recent Facilities Development Plan was written in 2017 [pdf]. The projects that it addresses are in different stages of completion from planning through construction.

- How does this relate to Transformation 2030?

The Strategic Plan for 91ÁÔÆæ, Transformation 2030, was developed through a comprehensive and collaborative effort with many stakeholders on campus. The Campus Master Plan will build on the vision for the next 20 years and beyond. The goals below are from the latest official iteration of the Strategic Plan and are subject to change following the results of the April 2023 Campus Values Summit hosted by President Cynthia Teniente-Matson.

The Campus Master Plan, which emerges from Transformation 2030—the Strategic Plan for 91ÁÔÆæ, focuses on three major plans:

About the Consultant Team
The Campus Master Plan Consultant Team was hired to work on the 2017 Facilities Development Plan and also selected through a competitive process for the Campus Master Plan. Field Paoli Architects, an architecture firm in San Francisco, is the Team Lead. The management consultant team includes Urban Field Studio, a spin-off company from Field Paoli Architects specializing in Urban Design, and Dalton Education Associates, campus planners who have been involved with several campus master plans for the CSU system including Cal State East Bay and Cal Poly San Luis Obispo.The Technical Consultant Team includes SWA Landscape Architects, Keyser Marston Economists, ARUP Engineering, with Mobility and Sustainability specialists in the lead, and Rick Kos, a Geographic Information Systems Consultant and 91ÁÔÆæ Faculty Member, and others as needed.
Ascent Environmental is contracted to handle the Master Plan's environmental review process in compliance with the California Environmental Quality Act (CEQA).
